Dr. Cecil Effinger (1914-1990) was a long-time Professor of Music at the University of Colorado and composer of numerous orchestral and choral works. In 1989, the Denver Chapter of the American Recorder Society commissioned him to write this work commemorating the 25th anniversary of the chapter as well as the 50th of the national ARS.
